Persons Entering Canada Requirement — questions and information
2 Every person who enters Canada must, during the 14-day period that begins on the day on which they enter Canada and any extension of that period under subsection 3(2) or 4(4)
Per above, and given that this is a question that comes up routinely in the course of MP Rempel Garner’s constituent casework so that people can calculate their return to work or other public tasks after quarantine, MP Rempel Garner’s office has sought advice on this matter from the Public Health Agency of Canada (PHAC). PHAC officials gave the following advice to MP Rempel Garner’s office; that per the Order in Council listed above, the 14 day requirement is counted including the date of arrival.
To provide further clarity, when someone arrives in Canada, their quarantine requirement would begin on their date of arrival, with that full day being counted as a day of quarantine (i.e. time of arrival is immaterial). So if counting on a calendar, someone would count day one of their quarantine as their day of arrival. The would no longer be subject to quarantine requirements at the end of the 14th day counting forward from and including the date of arrival. MP Rempel Garner is, and has been, personally in compliance with these rules.
